The only word which would seem to fit the checking letters is scrat - CR [abbreviation for councillor] within SAT [remained inactive]. In this part of the world,
the word scrat is a bastardization of scratch - graze.

You've done it again, Caravaggio. I had scrat as the likeliest answer, but I was stupidly thinking of c for the councillor, not cr. Thanks. I better submit it right away, as today's the last day. Btw, it's the middle of the afternoon here.
