Is it the bell at the NY stock exchange - I know that there is a round of applause at close of trading in the afternoon.

Why about the police though

Long shot but could it be the school bell? Morning - Start of lessons (Sit down), Afternoon - Home time (applause), At Night - Burglars on the premises (Police are called)
