need help with 4 down, Corrupt Constituency in former times ( 6,7) I have N?T?E? B?R?U?H
any ideas please ?

I think 1 across would be rotatory instead of rotating making 4d as above

It would have to be Rotating as turning is using the "ing" as in doing as opposed to it does? If that makes sense.
Otherwise it would be "Turns Like a wheel"..........I think
