Is the answer to 15A - OWING
If so could anyone explain the wordplay?

Passing appeal to head of state (5)

The answer is Oking, with the same meaning as okaying.

Passing is okaying.
Appeal = O
Head of state = King

I think it (oking) is a very horrible word, but it seems to be the only thing that fitted and was correct!

You're right about it being a horrible word. The dictionary shows it with one or two apostrophes or with a different spelling:- ok'ing or ok''ing or okaying. The apostrophe(s) give the clue that it is always pronounced as okaying.
