yes, its a rugby term from 'use it or lose it'
employ = use + IT (imformation technology)

When a maul stops after being formed, the attacking team has five seconds to start it going forward again. The term the referee uses in this situation is "use it or move it". They have just one opportunity to do this. If it becomes static again, then it's "use it or lose it".
