Not sure about this, but ...

If the clue was "Passenger gets a new way to stop" (4,5) then fare stage could be the answer.

'fare' = passenger
'stage' = anagram of 'gets a'.
A fare stage is a point on a bus/train route used to calculate ticket fares.

Was just a wild guess - as I couldn't see it exactly from the given clue. Changing the clue/rule often helps (some call it cheating though; can't think why!).
