If the answer to 8D - Subject: foot-and-mouth emergency cases (5) is THEME T _ E _ E , can someone explain it to me, please. I can see the run of letters mouTH EMErgency, but where does it suggest the run of letters, and CASES?
Am I looking too deeply here?

I think you've got it Tonta...."cases" being the "included in" indicator.

Bit sneaky to have foot-and-mouth hyphenated, otherwise the foot-and- bit is superfluous and not really Ximenean.

But it is hyphenated in Chambers so works perfectly.
