55a I think is "degeneracy" but I cant see how it fits the cryptic part.

Degeneracy fits corruption but cant see into first part of clue.

I guess it's reneged backwards which gives DEGENER plus A and CY for the empty city bit

I believe it is RENAGED (backwards) and A CY (city without its middle) to make, as you said, DEGENERACY.
