Appreciate any help with the following clues,thanks.

24 across- At the moment when Group of Seven assembled (6,two words)E????S
19 down- Something to cause division? Merkel's with old fool(7)M????EN

I'm guessing "Merkel's with" is MIT. MITOGEN would fit the definition and your spaces, but I don't see where OGEN comes from- O could be old of course, then GEN would have to be fool, or OGEN could be an old word for fool.

EVEN AS? (group of sEVEN ASsembled)
