Down to just one clue with this puzzle:
"Bet placed by servant, a member of the congregation (6)"
L-Y-A-
I can only think of "LAYMAN" but why?(note: English isn't my mother tongue so very often the subtlety of clues eludes me).

you are right it is layman

Lay =(put a bet on)
Man = serving man

you can lay a bet, and a man is sometimes referred to as a servant. So I think you are correct.
