Thanks to ab for confirming 1a, I have now managed to finish the rest! But not sure if they are correct and why. Any explanations gratefully received.
4d Make statement in a part of speech cut short. 4 - AXED
30a Settles, for example, around Democrat, keeping calm. 8. SEDATING
38a Up to date with second change. 8,2. STITCHED ON

30 is fine - SEATING (for settles) around D for democrat

Don't immediately see the other two

4d I had AVER A + VER(B)

30a SEATING around D

38a SWITCHED ON (ana of with second)

Thanks ChrisE and Paul. Can't believe I didn't spot the anagram! And as for 30a, I obviously need a G&T. However, have never heard of AVER so have learned something new today.
