19 ac. Beat around railway with tax avoidance scheme. 3,4
Managed all the rest now - I try to stick at it to finish all by myself but am stuck on this. So far I have THE, ?UMP
Because Thump for beat around and the E comes from Predicate but can only guess that ER may be the railway for Eastern Rail but THE RUMP doesn't make sense to me. Help please!

EL is the "Elevated Railway"; "the lump" describes building workers who are given the "lump sum" - i.e. no tax, no national insurance etc.

Thanks Mamya, Bernie and Chris E - Never heard of EL used for railway and now I can see what The Lump means.

Ithink that the "EL" is assocaited with Chicago, though not entirely sure.

Many cities have elevated railways, inevitably abbreviated to "El". Chicago and Philadelphia spring immediately to mind, and I believe it is used to describe Sydney's monorail sometimes.
