6d Solve afresh a cryptic, being typsy (4,4,4)
H?L?, S?A?, O?E?

I am sure it is an anagram of "solve afresh a" and means tipsy. But the only answer I can get to fit is "hold sway over" which means to control and clearly isn't an anagram of the above letters!

Help please!?

Apparently (Chambers) it means half way across the sea, or half drunk! I'd never heard of it either,mustn't have misspent our youths-grin.

“Half seas over” is an old expression used to describe a drunken sailor.
