Can anyone explain why 8d Second engineer isn't against taking foot off (7) is instant

I get the anagram of ISNT and ANT(i)but not where second engineer comes in

ALSO stuck on 2d Possible hand or paw, it could be? T-- -a-r (3,4)

2. You need to look for an anagram indicator there, and think of cards.


3. Think of the parts of footwear.
