25. 'shaver' is an old word meaning 'youngster' ≅ 'minah' (bird; sounds like 'minor') - or even ≅ 'nestling'.

Either is a bit of a long shot.

No25- Sorry I can,t be of assistance to you here.My only thought is that RAZOR BILL looks a good answer but you say you have used it before.
Could it be that there is an alternative answer for the clue where you have used razorbill as your answer?
Can,t help with that as don't know the clue.
