Down to last one - 8 down. I have o?t?i?s, but cannot see how any words that fit that relate to the clue (Monarch, abandoning sinking boat at sea, comes by.) Any help etc....

I have TAXER for 3 down but am struggling to read it. AXE in T for Tory and R for regularly?

Also have COUNTLESS for 15 down but can't see how it works!

It's an anagram (foreign) of clues not + s (primary letter of solver) = countless (many/legion).
