I have ideas what the solutions could be but I can't get the respective clue to fit any of my ideas!

For the other one, I had ARISTOS (aristocracy,counts)
I thought of it as 'arises'(comes up) with the 'to' moving in instead of the 'e'/start of 'election') Hope this makes sense!

Pan was the judge in a Greek beauty contest +DA (lawyer) = panda

If the other one is PANDA it does not seem to me to be a very good clue. I keep thinking that the lawyer bit is DA as in District Attorney but where does the PAN bit come from?

I think I was wrong in saying it was a beauty contest, it was a music contest.

I have settled on Panda - basically because of the 'shoots lover' but also because I think it is pan/judge cruelly+da/District Attorney.
