I am not certain about the first one possibly
POPE but don't get the connection.
The answer to the second is LUTYENS,i.e.
N of Newcastle U of united + anag of STYLE.

It is PUPA as in erected UP (revolving) and state abbreviation PA.

I forgot to add a Monarch is a butterfly and so one of its stages is a Pupa!
