I think I have it, but.....
11a City in South Africa taking measure against lawlessness primarily (5) S-L-M.
I want it to be Salem, but SA for South Africa plus MAL for the first letters of the words makes SALAM. Any thoughts?

I had Salem too

SA - South Afica

L - Lawlessness

EM - Unit of measure in printing (put against L, as per clue)
