The clue is : Opera administrator's aim to clothe biblical tribe (9). i have i?t?n?a?t. The answer would appear to be 'intendant' (which is an administrator), with 'intent' for the aim and 'Dan' as the biblical tibe. So where does the opera fit in?

An intendant is, apparently, specifically the administrator of an opera house or theatre.

Chambers doesn't give that!

I couldn't be bothered getting Chambers, which is upstairs under the bed (obviously). This is from the ODE.
