Its obviously PROWL - but how does the clue break down?

I can see spin - PR but how do you get the owl - is it doctOr WiLl - occasionally - in which case - what tells you to start halfway through the segment, and isn't that a bit naughty?

Should it read " Spin doc will " or have I missed something entirely different?

the wl is from 'will occasionally' - occasionally being every other letter

I suppose it must be PR officer...

Try as I might I can't fathom it either, maybe there is a luminary out there that can assist?
