I'm struggling with 17,19 across - That piece on which control's tight - that's boring! (3,3). T-E,B-T. Looks like 'The bit' or 'tie bit' but not sure why?

Same problem here - however, I think (and only think) that THE BIT is the thing which goes into a horses's mouth to control him....?
