10dn: "Contract with leading lady provides solution for picture maker" (9)
11dn "EU ban in parts holding Fleet Street up a shade" (5,6)

In fact that whole b....y corner! Help! with explanations!

Thanks to you both. I guessed developer, but cannot see why...nor, by the way, can I work out 16ac, which is Delilah( siren initially loud drew attention of returning cops). I get the l for initially loud, and hailed for drew attention to, but canot for the life of me find the cops!
