For 1A have butyl, but this seems to mess up 4D. Do I have the wrong rubber?

I was just using an obscure example of a X-word to get my point across.
A thread is often started by the words times/DM/RT/Spec e.t.c. and then ,any clues for 13 across e.g. by somebody that thinks we have all of them in-front of us.
Zardoz's reply "it is the Spec after all" was a typical example.
I no longer buy many crosswords but answering some that other people find difficult is fun
i.e. on this site.

Hi Zardoz - It's not butyl. Your word for purchase is the outside of the word, then initials of a state inside.
