at the risk of differing with Jill I prefer Victoria. Only because there's an Aussie state called that.

Or even VICTORIA. Was the name of a queen,but I am not at all confident.

Victoria makes more sense.(i was thinking 'the virgin queen')

24d. could be EBB (weaken) but no idea about other half of clue.

The "a cross" bit perhaps makes Victoria more likely
