I finished this xword, but, as yet, I cannot link "monarch" up to the answer of the clue for 18 across:- "Corruptly lie, say - but not like this as monarch", the answer for which is obviously an anagram and comes out as "easily". Where does "monarch" fit in?

Meant to say that this was for the Times "cryptic" Jumbo and not "Times 2".

Could be a reference to the line from Henry iv:
'Uneasy lies the head that wears a crown'...
