Bullfrog, when I look at a clue in a crossword puzzle, it is usually a sentence. Why is that a surface?

As I tried to explain in my last post, it's not just a sentence. A clue has two levels - the one you see when you read it (the surface) and the one you need to dig down and discover (the solution)
