I've got A-R-N-, and I'm guessing the answer is Afront, meaning first. But I can't see how this fits the rest of the clue: Complete official authorisation, not the first.
Any assistance greatly appreciated.

It could be ARRANT (complete or downright) from
WARRANT (official authorisation) minus the first letter.
