Rio (port) tin (vessel) and g (first of galleon) gives "rioting", which fits the sense.

Your answer is good AB . I had the "A" from 29a Old dog snared by non-drinking party animal - thought that was ex (old) tt (non drinker) with raver (party animal inside) I see now that "rover" was the dog and the defn was party animal! Thanks once again for sorting me out!
