Thanks, Chrise. Even though I am half Scottish, I never drink whisky.

wrt 26A, the definition is "Well-bred people", which reminds me of the late comedian Jimmy Edwards's catchphrase: "Greetings ... ...". But I don't think the first part is a very good synonym for "quiet", and "not" does not obviously mean delete part of the county name. However, it is the obvious answer.
