wrt 26A, the definition is "Well-bred people", which reminds me of the late comedian Jimmy Edwards's catchphrase: "Greetings ... ...". But I don't think the first part is a very good synonym for "quiet", and "not" does not obviously mean delete part of the county name. However, it is the obvious answer.

At the risk of being pedantic, it's 'and not' (in the clue) which = 'nor' ;-)

2d is a double definition
29a is a 7 letter anagram
