Buddy, I too struggled with this one. There is a somewhat tenuous thematic element that can be teased out, but I'm tending to the view that a clue may have been missed out. In any case, as there is only one possibility for 31d, it's all rather academic!

I know what 36 must be, but I can't justify the wordplay. The chieftain is holding me up, not least because I can't justify my answer for 15. What kind of chieftain is it/he? Nothing springs to mind, or can (so far) be found in any reference book. The Speccy doesn't usually hold me up as much as this one.

The first three letters are a synonym of 'line' (verb, cushions, fabrics, say) and the rest is an anagram of 'iron'.
