I think you are right with jell.
U could just be short for Universal and nothing to do with films (or as you say U=you).
I think the setter is a bit lax here.

re the last two - I keep thinking Peterborough (urban area) sounds like burrow?

In Paris I =JE (French for I).
JE'LL = sort of franglais I'II.
JELL + mixes well,gets on with,etc.

the shut one means nothing to me. How about S(small) + HUT (small hutch).

terry, 'U', meaning for everyone (as in films) is a fairly common crossword usage.
