I can't help, Whetstone, but what a strange clue! I looked it up online and it was first used 17 or 18 years ago.

Biscuits are/were included in the survival kit carried by lifeboats [in their stores] - [famously expensive biscuit from Titanic lifeboat has a zillion references]
