I have Pops. P (piano)+ops (works).

Light classical pieces escapes me?

I had accuse for 18ac but im utterly stumped for 19d now...

Student,

Bit of a tricky way I got this and not sure if I'm right.

UNLADEN

Kid = lad
arrested by (contained by)
a foreign = un (French 'a')
polic(e)-ma(n) in the end (end letters)
not charged = unladen (as in, charge your glasses or fill them up)

It's only because the police-man drops onto the next line with a hyphen that it made me think of it as a split word with two end letters, otherwise I would have been snookered myself.
A good chance I may be wrong, however, I do like my interpretation of the clue.

What do others think?
