I’ve solved 8 clues but as per usual have become stuck.

I will eventually offer money for assistance…

Which clues do you want help with?
There is a theme which made some of the clueing a little forced in my opinion.

The whole bottom half eludes me. I know I’m not allowed to ask for help with more than 3 clues, so could you please advise how I attack

21 Put “I” in to word for nonsense and you’ll get a funny person

22 one of the clues I thought was forced. You are given “coastguard” as fodder for an anagram then asked to forget “coast”, so just an anagram of GUARD* + AT + ION (no one returning)

25 Article generally indicates grammar, so A, AN or THE. Judge is the chap on a sports pitch (a useful three letters for the setter) + OR + E (head of enquiry)

"leaving shore" is a coded instruction to take away "coast". not at all obvious!

…”leaving SHORE” means “forget COAST”.
